Effective reading and writing skills are the foundation of economic and community development. Higher levels of literacy improve the quality of life for individuals and society as a whole. Unfortunately, literacy levels are one area where Cleveland has fallen behind.

66% of Cleveland residents are functionally illiterate
Cleveland's population has declined by 50% since 1950
